Político y empresario alemán. Ocupó diversos cargos de gobierno desde 1907, tras lo cual-en 1918-se convirtió en director general de Hamburg-American Line, la mayor empresa naviera alemana. Fue canciller de la República de
Weimar (1922–23) y contó con el fuerte respaldo de los empresarios e industriales alemanes, pero no logró renegociar las reparaciones de guerra o detener la inflación. Durante la ocupación del
Ruhr propició una política nacional de resistencia pasiva, la cual finalmente agobió a la economía. Obligado a renunciar, regresó a Hamburg-American Line, donde ocupó el cargo de presidente (1926–33).
